I was looking for Working Manual for new NFI w.r.t new grid based forestry inventory design as mentioned in ISFR 2019 but did not find it on FSI website like the old one which is available on (website- fsi.nic.in) Under RTI, I want answers of following:

1. Under what constitutional act the manual for carrying out field work and manual for estimation is not being put on public domain. If available, then how can an Indian citizen get its copy?

2. Why it has not been put on public domain (website of the FSI organization) for so long since the new NFI started in 2016 and its 2020 going on

3. How come following information is derived: A comparative analysis using the estimates of FSIs study conducted in 2011 (ISFR 2011) shows that the fuel wood consumption in terms of per capita per year at the national level has reduced from 294.28 kg/capita/year in 2011 to 278.21 kg/capita/year in 2019 which is a reduction of 5.46% as published in ISFR 2019. I need to know the formula and figures used to derive them along with references.

4. I need working example of deriving plot level growing stock from inventoried data. Kindly provide one example.

on 03/02/2020( Copy attached ) DPC meeting has been convened for the post of Assistant Director in FSI.I seek the following information.

1. As per the minutes of the meeting 3 posts were considered as per RR 1994 and 5 posts were considered as per the amended RR 2018. As per the MoM received through RTI , my name was not even considered for promotion by considering the manipulated reservation roster,( incomplete copy ) whereas, even as per the DoPT O.M. No. 36012/2/96-Estt ( Res) dated 02/07/1997 ( mentioned in the certificate Reservation Roster ) separate roster table should be referred for different RRs. Accordingly, my Sl number comes to 5 as per the RR 2018, seniority list, and not 7 as first 3 posts were considered as per the RR 1994. Therefore I seek a certified copy of the rule which states that One Reservation roster should be referred for a different RR by which my name has been considered at Sl No 7 instead of 5.

2. I became eligible for the promotion of AD in FSI on 12/11/2017 and the other 3 STAs who became eligible only after the implementation of amended RR in March 2018. Therefore I seek a certified copy of the Rule by virtue of which, those 3 STAs ( Sh Devisingh, Smt Neeta Goswami & Smt Savita Semwal, STAs ) became my Seniors to be considered for next promotion as AD.

3. Kindly refer to the reply letter of public grievances sent by FSI. I seek a certified Copy of the letter received from MoEF & CC , to convene the review DPC in response to the report on Public Grievances no. MOEAF/E/2020/01439 ( Copy attached ) 4.
