A FRAMEWORK FOR TRANSPARENCY AUDIT

The RTI Act under section 4 provides a comprehensive framework for promoting openness in the functioning of the public authorities.

While Section 4(1) (a) provides a general guideline for record management, so that the information could be easily stored and retained, the sub-sections b,c and d of Section 4 relate to the organizational objects and functions. Sub-sections (b), (c) and (d) of Section 4 of the RTI Act and other related information can be grouped under six categories; namely, 1-organsiation and function, 2- Budget and programmes, 3- Publicity and public interface, 4-E. governance, 5-Information as prescribed and 6. Information disclosed on own initiative.

Forest Survey of India (FSI) is a premier national organization under the union Ministry of Environment, Forest and Climate Change, Government of India and is responsible for assessment and monitoring of the forest resources of the country on regular basis. In addition, it is engaged in providing training, research and extension services in the forestry sector. Established on 1st June 1981, Forest Survey of India succeeded the “Pre-investment Survey of Forest Resources” (PISFR), a project initiated in 1965 by Government of India with the sponsorshipof FAO and UNDP. The main objective of PISFRwas to ascertain the availability of raw materialfor establishment of wood based industries inselected areas of the country. In its report in1976, the National Commission on Agriculture(NCA) recommended for the creation of aNational Forest Survey Organization for aregular, periodic and comprehensive forestresources survey of the country leadingto creation of FSI. After a critical review ofactivities undertaken by FSI, Government ofIndia redefined the mandate of FSI in 1986 inorder to make it more relevant to the rapidlychanging needs and aspirations of the country.

FSI has its headquarter at Dehradun andfour zonal offices at Shimla (Northern zone),Kolkata (Eastern zone), Nagpur (Central zone)and Bangalore (Southern zone). Recently, a subcentre of Eastern zone has been establishedand made operational in Burnihat, Guwahati.

Objectives:

* To prepare State of Forest Report biennially, providing assessment of latest forest cover in the country and monitoring changes in these.

* To conduct inventory in forest and non-forest areas and develop database on forest tree resources.

* To function as a nodal agency for collection, compilation, storage and dissemination of spatial database on forest resources.

* To conduct training of forestry personnel in application of technologies related to resources survey, remote sensing, GIS, etc.

* To strengthen research & development infrastructure in FSI and to conduct research on applied forest survey techniques.

* To support State/UT Forest Departments (SFD) in forest resources survey, mapping and inventory.

* To undertake forestry related special studies/consultancies and custom made raining courses for SFDs and other organisations on project basis.
